About Us

Winston Rhodes has spent the last 26 years designing, developing, implementing, and managing customized MEP engineering projects. Through his early work for a mechanical contractor in design-build HVAC, he learned the complexities of HVAC installation, startup, and performance. His later work for two consulting firms instilled in him the conviction that an excellent set of drawings and specifications leads to a superior project. It is this drive to create and maintain excellence that led him to begin Rockingham Engineering PLLC in 2023.

Winston specializes in HVAC and project management; however, he brings a wealth of experience and connections in MEP from the numerous projects with which he has been involved. His aim with Rockingham Engineering is to partner with other design team members, owners, and occupants of every facility to calculate and design systems that meet the specific needs and interests of each individual client. Winston’s attention to detail ensures that Rockingham Engineering excels at general layout, overall cost, selection of equipment, humidity, and facility comfort. Our thoughtfully designed systems stand the test of time and operate as inexpensively as possible, while providing quality of life for the building’s occupants and owners. With over 13 years of CAD experience and a strong foundation in both design and engineering, Tim brings deep technical expertise and leadership to every project. After learning AutoCAD drafting at Massanutten Technical Center, he began a career in electrical design, progressing from Designer 3 to Electrical Design Engineer over 11 years. For the past five years, Tim has specialized in electrical systems for a wide range of building types, leading BIM projects and contributing to the development of drafting standards. Proficient in both Revit and AutoCAD, he is known for precision, collaboration, and a practical approach to solving complex design challenges.

With 7 years of CAD experience and a strong background in building systems design, Jessica plays a key role in delivering accurate, high-quality construction documents. With training from Massanutten Technical Center’s AutoCAD drafting program, she has developed a solid foundation in both Revit and AutoCAD. As a Designer 3, Jessica supports the design team with detailed modeling, coordination, and documentation across a variety of project types. Known for consistency, technical precision, and a team-first mindset, she contributes to smooth project delivery from concept to closeout.

Julie Sacra fills the role of Office Manager for Rockingham Engineering. She has over 25 years of accounting experience in both small business and non-profit organizations. Julie excels in keeping things moving, advising on business decisions, and starting and having finished whatever the “next” inhouse project that arises. While the world of MEP Engineering is relatively new to her, organization and office administration are very familiar.
